There are many entries in the KudoZ glossaries but I am unsure which applies to this context.

Thanks.

stand-by time

Explanation:
Low confidence because I have not run this by Google. It's just that I fear "downtime" might be understood to refer to/include stoppage time for maintenance and repair, whereas from the context I understand temps d'attente to refer to time when the machine, ready for operation, is awaiting the opportunity to sink its teeth into some work, not the time when workers or other machinery is idle awaiting the time when this machine will operate.

Ghits. The first several invalidate "downtime", the others validate "standby time".

STANDBY TIME [uncountable]
1 the time during which a person or a machine is AVAILABLE TO WORK BUT IS NOT ABLE TO WORK BECAUSE THEY ARE WAITING TO BE GIVEN A SPECIFIC JOB to do
http://www.ldoceonline.com/dictionary/standby-time

On-call or STANDBY TIME at the work site is considered hours worked for which the employee must be compensated even IF THE EMPLOYEE DOES NOTHING BUT WAIT FOR SOMETHING TO HAPPEN. “[A] n employer, if he chooses, may hire a man to do nothing or to do nothing but wait for something to happen. Refraining from other activities often is a factor of instant readiness to serve, and idleness plays a part in all employment in a stand-by capacity.”

STANDBY OR WAITING TIME Under both federal and state law, an employee who is required to remain on the employer’s place of business and respond to emergency calls is working and must be paid for all hours – even if the employee is doing nothing more than waiting for something to happen. See Armour & Co. v. Wantock, 323 U.S. 126 (1944). However, the STANDBY TIME can be paid at a DIFFERENT HOURLY RATE FROM THE REGULAR RATE PAID FOR WORKING TIME, provided that the standby rate is set before the work is performed and the standby rate is at least minimum wage ($8.00 per hour). See O.L. 2002.02.21. For purposes of overtime computation, where two or more rates are used, California requires that the “weighted average” method for overtime calculation be utilized to determine the regular rate of pay.

Uncontrolled Standby. An employee who must be available to respond to a request by the employer to return to work for an emergency may be on uncontrolled standby if the employee is completely unrestricted to use his or her time for their own purposes. Such "free" standby time is not under the control of the employer and, thus, need not be paid.
