Here's the full sentence:
Ne pas utiliser les soupapes de sécurité comme des vannes de canalisation. Les soupapes de sécurité ne peuvent être utilisées que dans le cadre d’un décrochage d’urgence. Elles doivent rester ouvertes en permanence, que les bras de pression soient à l’arrêt ou en mouvement. Quand les soupapes de sécurité sont ouvertes, la vanne hydraulique montée sur l’actionneur (visible ou non selon le modèle) empêche l'enclenchement du coupleur à arrachage d'urgence (technologie PERC). Ce système de vérouillage hydraulique permet d'éviter toute erreur de manipulation. Le vérouillage se fait de manière automatique selon le modèle de verin tandem.
Not certain about the phrase. I know that the valves are always open, whether the arm is moving or not but not sure why or what the hydraulic valve on the actuator is doing. Logical thinking seems to have escaped me this morning.

Hope that might help, many many years ago I worked on similar systems, and I think what is meant here is that couplings should not be able to be locked in the event of an emergency pull off
