Explanation:
For the author the text "Le pouvoir politique, ... jusque dans le corps des uns et des autres" appears to be either a restatement or interpretative example of the aphorism "la politique c’est la guerre ... et la reconduction du déséquilibre des forces manifesté dans la guerre". Hence, the notion of a "retournment de l'aphorisme" and "le premier sens à donner".
