But you would need to turn the sentence around. 'The articulation between administration and people .... has been superimposed to that between sovereignty and population'
The idea is not the replacement of one by the other, but the continuation of the first and of its articulation with the people (i.e., its hinge, link) and another layer of regulations, norms and structures laid over them. Laws still exist but know we have also policies on top.
