French term or phrase: Bleu pantone 280 C réduit à 20 %

The part I'm worried about is réduit à 20 %. These are colour specifications for printed price tags, with one side of the tag being pantone 280C and the other side pantone 280C réduit à 20%. Without knowing a lot about this field, I was wondering about opacity, but that's only a guess. Any help would be much appreciated!

Explanation:
I think this is probably a tint, so one side is 280 C at 100% and the other is considerably lighter at 20%
