agree  philgoddard: I may be wrong, but I'm not convinced by "graphic charter". Many of the Google hits it gets are translations//No, I was agreeing with "graphic/visual identity".

agree  Tony M: I think this is probably appropriate in this particualr context, but I have also seen it translated as 'graphics manual/guide'; I think 'charte' is used more often in FR than 'charter' in EN. URLs often work OK, but just look truncated...
