French term or phrase: en extérieur
I am wondering if this means "on location" here, although it wouldn't appear to make a lot of sense.

The text is talking about a memorial to those who fought against the Fascists in Verona. The whole phrase goes:

Un immense ex-voto, comparable, si ce n’est qu’il est en extérieur et immense, à cette vénération de l’image qui, aussi bien dans une maison que sur certaines tombes, conserve l’image d’un disparu comme si l’image devait, en survivant au trépas, devenir capable de lutter contre la mort.
