the whole phrase can be summarized as interlaced which means exactly what you are describing. Now maybe this is exactly the description of what interlaced means?
Non-interlaced means that both lines are presented to the display at the same time while interlaced mens that the even and odd line are presented successively

Explanation:
I haven't a clue what he's talking about in an artistic context, but from the technical point of view, in the French SECAM colour TV system, odd and even lines alternately display the red and blue axis components of the colour picture. If you look at the TV screen in extreme close up, you'd have to try and guess what colour is being displayed by taking the 'average' of 2 successive lines -- normally, this effect is achieved simply by the viewing distance (far enough away that the lines merge), or in modern TVs, by the fact that the signal is processed so as to achieve the same effect.
I don't know if that makes the slightest sense in your context!

'interlaced' is fair enough, and of course a correct description of the way the scanning takes place; however, do note that in terms of the SECAM colour system, it is successive lines of THE SAME field (not the odd/even field pairs) that determine the colour; the author's intention is far from clear!
