The following comes from a tender regulations document. This extract deals with printing instructions for the cover of the doc that is to be tendered for. I am translating "papier couché" as coated paper, can't quite understand whether "pelliculé mat" is a separate thing or part of the cover, maybe they've missed off an "et"

mat pelliculé is in fact 'matt (as opposed to gloss) coated.' In other words the paper is a high quality book printing matt coated cartidge paper. 300g is a cover thickness.

As it's a cover you can add laminated to explain it's a protective coating. Four colour printing on 300g matt coated paper with matt laminate.

Explanation:
They haven't missed out an 'et', but I can see why you thought so – it's a flat sort of grammatical construction.

The 'pelliculé' refers to something that has been coated with a kind of film or plastic. To do so in printing a book jacket refers to lettering or a whole image – it's laminated over the coated paper stock to seal the ink. Other options include gloss laminate, or 'spot gloss' or 'spot UV' for when only a certain area is shiny.
