I have translated this as "overwork". A collaborator wants to use "surplus of work".

La condition de salarié aujourd’hui s’ordonne autour de deux figures symétriques et apparemment opposées : le sur-travail dans un contexte de pression temporelle et de compétition, le sous-emploi traduit par une marge de plus en plus grande de « temps partiels »

To me, "surplus of work" is slightly ambiguous, implying a labor shortage - which is not necessarily the case.

too much work


Explanation:
I think it's definitely to do with overwork. Too much work, too little time... This phrase is used in HR. On the other hand the author is contrasting over work and under-employment, but the play on words does not work in English.

Overwork didn’t work for me as a noun (no pun intended) so I approached it this way:

the number of overworked individuals in full-time positions faced with time pressures and competition, contrasted with the drop in full-time positions generally that has spurred the creation of a growing number of part-time positions.
