1) Do you think there is an intended pun on action and immobilier which evokes immobilisme? If so, we'll have to put our thinking caps on.
2) What exactly is the context? Given the multifarious forms of property ownership and the multifarious meanings of action it is possible they are talking about acquiring shares in a property ownership company. Time for thinking caps again.
