French term or phrase: expression populaire veut que
I'm having diffculty finding the right meaning of "veut que" in this example:

"L'expression populaire veut en effet que les ménages «se servent de leur maison comme d'un distributeur de billets», à savoir quand les prix de l'immobilier augmentent."

The country is France, it's an article about the subprime crisis in the US. I understand the rest of the sentence, that people were using their homes like ATM's, taking out the equity to purchase consumer goods, but what to they mean by "veut..que"? Is it "Popular expression means..."? or is that too literal?
