Le représentant de l'Etat dans le département peut prendre des arrêtés pour déterminer sans préjudice des droits acquis, les distances auxquelles les débits de boissons à consommer sur place ne peuvent être établis autour des édifices et établissements suivants dont l'énumération est limitative :
1° Edifices consacrés à un culte quelconque ;
2° Cimetières ;
3° Etablissements de santé, maisons de retraite et tous établissements publics ou privés de prévention, de cure et de soins comportant hospitalisation ainsi que les dispensaires départementaux ;
4° Etablissements d'instruction publique et établissements scolaires privés ainsi que tous établissements de formation ou de loisirs de la jeunesse ;
5° Stades, piscines, terrains de sport publics ou privés ;
6° Etablissements pénitentiaires ;
7° Casernes, camps, arsenaux et tous bâtiments occupés par le personnel des armées de terre, de mer et de l'air ;
8° Bâtiments affectés au fonctionnement des entreprises publiques de transport.
Ces distances sont calculées selon la ligne droite au sol reliant les accès les plus rapprochés de l'établissement protégé et du débit de boissons. Dans ce calcul, la dénivellation en dessus et au-dessous du sol, selon que le débit est installé dans un édifice en hauteur ou dans une infrastructure en sous-sol, doit être prise en ligne de compte.
L'intérieur des édifices et établissements en cause est compris dans les zones de protection ainsi déterminées.
Les arrêtés du représentant de l'Etat dans le département prévus par le présent article interviennent obligatoirement pour les édifices mentionnés aux 3° et 5°.
L'existence de débits de boissons à consommer sur place régulièrement installés ne peut être remise en cause pour des motifs tirés du présent article.
Dans les communes où il existe au plus un débit de boissons à consommer sur place, le représentant de l'Etat dans le département peut autoriser, après avis du maire, l'installation d'un débit de boissons à consommer sur place dans les zones faisant l'objet des dispositions du présent article lorsque les nécessités touristiques ou d'animation locale le justifient. "

Explanation:
Your text is about the regulatory minimum distance a place selling alcoholic beverages may be placed from places such as churches, cemeteries, hospitals, prisons, military camps, etc. The distance is measured not only horizontally but also vertically, should the establishment be in a basement or on an above-ground floor ("selon que le débit est installé dans un édifice en hauteur ou dans une infrastructure en sous-sol"). Presumably, then, if the locale is on the ground floor of a building on ground higher or lower than the aforementioned places (prison, church, etc.), the vertical distance is not taken into account.

I was wondering why they don't simply measure the distance, including the diagonal distance up or down stairs, but I suppose elevators would shorten the distance and potentially cause an infringement if the diagonal distance of stairs had been taken into account.

I said "alcoholic beverages", but that is reading between the lines. Going strictly by the text the terms would apply equally to a water bar or a milkshake outlet (unless débit de boissons has a particular meaning, beaux Bobbys, belles Babies.

Un débit de boissons est un établissement dans lequel sont vendues, à titre principal ou accessoire, des boissons ALCOOLIQUES OU NON, destinées à être consommées sur place ou emportées.

So while I agree with Tony that it is generally understood to mean the place sells booze, strictly speaking, like the things you read in the Bible, it ain't necessarily so.
