This appears in a real estate document, and I have a feeling it's a euphemism for third-rate locations. Is there a better way of putting it in English? "Sur le terrain, vont continuer a se presenter des opportunites de cessions de sites ou d'emplacements de qualite secondaire et secondaire bis".

Thanks for your help! I ended up talking to a businessman with knowledge of commercial real estate and he told me the following terms are the most common (at least in the U.S.):
1) Class B and Class C
2) second-tier and third-tier
I was looking for a less pejorative way to say "third-rate".

I would definitely go the Clas B and Class C or second- and third- tier alternatives. "Third rate" sounds too colloquial and pejorative for a professional commercial context.
