"Des commerces (boutiques, restaurants, services) – des chaînes, des bannières locales – que l’on trouve dans les centres commerciaux."

Banner doesn't make sense - or is there a meaning I'm not aware of? Could this be "local trades", "local businesses" or "local chains" perhaps?

Explanation:
I'm taking up this idea suggested by Sheila Wilson in her peer comment, as I think it is the best solution here.

They seem to be contrasting '(national) chains' with 'local stores' — but as we don't know what sort of 'stores' these are, probably best to stick with 'names', emphasizing the business rather than actual premises.

It seems to me 'bannière' is simply being used here as a variant of 'enseigne' — perhaps because of the connotation of 'big-name brands' that 'enseigne' often tends to have.
