S'il est generalement admis que l'utilisation de formulants de categorie CMR 1 ne se justifie que tres rarement et est, dans la quasi-totalite des situation, indesirable, les partcipants a la reunion ont estime qu'il n'etait pas justifiable de distinguer entre formulants de categorie 2 et formulants de categorie 2 et formulants de categorie 3.

I can't actually work out why I am having difficulty here. All the words are fine. It could be that little word 'si' that is throwing me, a concise meaning isn't coming.

Thank you to you both. Sorry I wasn't too clear I wasn't entirely sure myself. The words were there but the meaning wasn't. It was the 'si'. I couldn't get away from 'If' - your suggestions helped, thanks again.

Not sure what you mean by your difficulty, but thought maybe you were wavering over the use of "if"...with "while" or "whereas" the sentence seems to make sense to me.
