Explanation:
or incubation centres. I translated a Dutch life sciences action plan a while back and this term was used frequently. My research at the time showed that "incubators" was a common term. Here's how the term was used in the text (my translation):

- Incubators. Shared premises offering office space, lab facilities and other shared facilities for new Life Sciences companies;

- Incubators are intended to provide proper accommodation for start-up Life Sciences companies. An incubator comprises business premises with office space, lab facilities and generic counselling services;

- The incubator must offer accommodation for at least 10 start-up companies. It must also be located in the vicinity of a university with research capacity in the field of Life Sciences;

- Within five years of start-up the incubator must be financially independent;

- The incubator must, in principle, continue to operate for a minimum of ten years.

Explanation:
I am mainly agreeing with my colleagues here, who should get the points if you pick one of these answers. However, I ran across this term before in the website I gave you, where as you see it was translated as corporate incubators in the English language version. I must admit I like think tanks better; my only reservation is that it might be a little too informal, you'll have to be the judge of that yourself. However, think tank is also the term that most people (in the USA, anyway) know and use.

Asker: I agree with you that 'think tank' is the familiar term, but 'corporate incubator' has a nice ring to it in the biotech context, I think. The client has been offerend both so we will see what they prefer.
