From a consulting company's presentation on the projects it has worked on with its customers. This comes under the "Chemicals and Materials" headline and I'm not sure what they're getting at:

"Analyse de l’évolution de filières technologiques dans les matériaux d’ici 2012 et impact sur la localisation et les investissements à mettre en œuvre "

technology sectors related to materials


Explanation:
"Filière" can mean many things, but one common meaning would be a sector or area of business or R&D activity. Might fit here with relation to investment decisions.

Another possibility is "systems", "solutions" or "technology/ies", as in this example from a CEA glossary I use:

solaire photovoltaïque: progrès sur la filière polymère
photovoltaic solar power: progress in polymer technology

In that case, I'd agree with Dr. Jones.
