La caractéristique d’identification des produits est la « référence PL » qui est attribuée par la Direction Technique au moment de la définition du produit. Dès lors, cette identification est intégrée à la nomenclature, *qu’elle soit de définition ou d’industrialisation*.

I think "définition" might be referring to product design. I don't even know if "elle" is referring to nomenclature or identification.

IMHO, you're correct in assuming that "définition" relates to the design phase (and is indeed called the "definition" phase in some companies).
It is clear to me that the "elle" refers to the "nomenclature". The identification is integrated into the "nomenclature de définition" and/or the "nomenclature d'industrialisation".

You may prefer "bill of materials" (BOM) or even "parts list" to "nomenclature".

Too many words here for one question. "elle" refers to the "nomenclature" or 'parts list'. "de définition" means a design-stage prototype, but can mean a definitive model that all production items are meant to conform to. "industrialisation" is the final engineering stage before full production, that aims to make a product suitable for quantity production. Sometimes the design can change quite radically at the detail level in this stage, compared with earlier versions.
That's what all this meant when I worked in production, anyway. The terms vary a bit from one company to another.
I don't know how you're going to put all this in the glossary.
