French term or phrase: COP commerciale
This is information about a tender and the COP commerciale is followed by a date:

Dans l'appel d'offre en cours (XXX) pour le lot No. 1 COP commerciale le X mars 2006:

A list of the required equipment then follows. Could this be a closing date for tenders? Or a date when the invitation to tender was put out?

It's an important difference but I don't know which it is!
