Chris, It's a purely civilian post. Although the current incumbent was previously a Vice Admiral, he reports to the Department for Transport, as the MCA website indicates.
Sorry to be so late on this one. I used to translate AEM as "coordination, response and enforcement at sea", leaving AEM as it is and putting the translation in brackets. I have always translated préfet maritime as port admiral, in brackets as well. Officials from the MCA accepted this. I actually did the official translation of the AEM "plaquette" which has never been posted anywhere. HTH.

As your Wikipedia source indicates this covers a vast array of possibles. In any event, I had pretty much come to the conclusion that this ought not to be translated, unless literally as something along the lines of chef de l'action de l'Etat en mer.

Same problems here. Nothing found. If you Google "chef de l'état"+mer+"parc éolien" you get a fair bit of stuff (howzat for tekspeek?). Nothing however with anything other than the ordinary bog standard "chef de l'état".
Coastguard sounds highly unlikely.

At the design stage they might require that someone knowledgeable about sea states (wind, swell, wave heights, currents, spray, etc.) help determine whether a given site is suitable.
During operation, a similar person might be required to decide if sea-state conditions are likely to dictate that the turbines be shut down/feathered (or whatever is done with wind turbines in high winds).
