Wikipedia explains what this job is is, but I wonder what the nearest EN equivalent is? "Coastguard" perhaps?
The context is that this chap is just one of a multitude of people involved in consultative discussions for the siting of a large offshore wind farm in N. France

1) secours et sauvetage en mer, lutte contre les pollutions marines, police de la navigation, surveillance des pêches,
2) terrorisme, piraterie, narcotrafic, migration clandestine par mer... Category 2) responsibilities fall mainly to the Secretary of State for Defence, HM Revenue and Customs and the UK Border Agency. The SofS for Defence and Marine Management Organisation carry some of the responsibilities in Cat 1).

Chris, It's a purely civilian post. Although the current incumbent was previously a Vice Admiral, he reports to the Department for Transport, as the MCA website indicates.

Explanation:
Note this is a guess.

At the design stage they might require that someone knowledgeable about sea states (wind, swell, wave heights, currents, spray, etc.) help determine whether a given site is suitable.

During operation, a similar person might be required to decide if sea-state conditions are likely to dictate that the turbines be shut down/feathered (or whatever is done with wind turbines in high winds).

So my third strategic guideline will be resolutely to beef up the action of States at sea. There are few places where this is more essential.
The current [legal] framework for the STATE’S ACTION AT SEA goes back to the aftermath of the Amoco-Cadiz disaster in 1978. If in all similar crcumstances, they are referring to one of the three 'préfets maritimes' then you have no choice but to stick to the French original in my view.

  -> Yes apart from leaving the original, I think the only way around it is a highly literal rendering, which is understandable, sounds foreign and will accentuate the particularity of it all.
