French term or phrase: capacité émission/réception ...
A supply contract for parts and services for a projection and command ship contains a clause concerning warranties for parts. The Subcontractor is required to correct any 'dysfonctionnements bloquants', including if the minimum elements needed for the ship to leave the harbour are not provided. These elements include: '2 capacités émission/réception phonie en gamme UHF fréquence fixe en clair avec exploitation directe en face avant de l'équipement'. As I don't even know where to begin with this, please let me know if I need to post a separate question concerning any part of it!

Explanation:
Not a nice way to word it, but I think it gets the right idea across; of course you'll need to insert the 'phonie' in front — but there you may need to ask another question, I must admit, although we do (did!) talk about 'wireless telegraphy' and 'wireless telephony', I'm no longer sure of the correct jargon to use here — possibly 'phone', but you'll need to consult other experts for that bit ;-)

I think here they're really using the word 'capacité' with the sense of a 'facility', but I believe that 'capability' is used in this way as a countable noun in these kind of contexts. Cf. many examples in military parlance...
