according to Collins. you may have to leave it in French with an explanation. Not sure other countries have such a specific housing scheme.
words like social integration or even reintegration come to mind.

oops, is late here-my explanation (ie 'defintion from Collins) is of course for 'logement d'insertion. Used in this context, I don't think you can really 'translate' the phrase or isolate the French word 'insertion'. it's more to do with social (re)integration in English imho.
