French term or phrase: logique d'action
Comes up several times:

maybe I can't see the wood for the trees but all comments appreciated ... thanks!

Explanation:

will try to come up with the English !

Thank you everybody, especially Hirselina for the links. This was a difficult one to grade as the context was very specific and in theory I agree with CMJ but Julie's answer was closer for this particular text. Thanks again to everybody for your help.

(follow) a course of action

Explanation:
OK - nothing to do with "logique" but I have yet to meet an English usage of logic in this way, the logical thought processes that inspire a particular course of action.
I often have trouble with the word "logique - tout cela s"inscrit dans le cadre d'une logique etc.......", for example and tend to find that paraphrase is the only way out.

We are more pragmatic than the French, so this may explain that as the French say.

Something went badly wrong with this answers, my sources are missing

As indicated in the reference to the "sociologie des logiques d'action" I mentioned above, "logiques d'action" refers to "les rationalités sont à l'œuvre derrière chaque action".
(Underlying) rationale for action/action rationale might come close

"Individual policy domains, such as economic policy, innovation policy and environmental policy, are seen as having their own communities with specific preferences, ideologies and backgrounds, leading to distinct imperatives and rationales for action. http://www.landecon.cam.ac.uk/RePEc/pdf/200616.pdf

Because of these different underlying rationales for action the specific objectives for each type of organisation may well be different. ...
www.scottish.parliament.uk/business/committees/ historic/x-enterprise/reports-00/elr00-01v2-09.htm

This must involve a scholarly enquiry into action, motivation and ethics, laying the foundation of an ability to reflect, not only on performance but on the underlying rationale for action.
