I'm confused by the use of "instruire" and "informer" in the sentence marked. I assume the l' refers to processus, but this doesn't make any sense to me, instructing and informing the process. What am I missing?

This is the original (and Latinate) meaning of the word (draw up a battle line, arrange things in a row, etc.), and it seems to apply here, especially in the company of " informer", which is probably best rendered as " to shape".

Not to disagree with Jim's fine explanation, but "construct" on it.
