The term occurs in the following context:

It seems to be a catch phrase to do with theories of postmodernism which has passed me by. Can someone help me?

Explanation:
My guess is that this is originally a French term, because it seems to plays on different senses of "tout" (whole/all/everything) that don't work in English, and hover between being an adjective and a noun (the all-communicating and the communicating all).

The "all-communicating" seems to get used in the same kind of contexts as the "tout-communicationnel", ie in talking about the contemporary era of communications, or the contemporary theory of that era, eg.

agree  Emma Paulay: I think you're probably right. Tout-communication could also refer to blogs, forums, chats on the internet and all-fictional to the "virtual" worlds created by IT.
