Another of those phrases you hear all the time and hope you never have to translate (breakdown in the fabric of society...hmm, pas terrible):

Explanation: The term is Chiracese for the widening gap between rich and poor. He's dropped it now, but I guess some of the diehard idealists in his camp are still beating a dead-horse social issue.
