By one of those serendipitous coincidences, I just heard BBC Radio 4 announce an item on new "specialist residential care homes for children".

I may have missed something, but I see no indications that the term needs to be targeted at a UK audience or have a warm and cosy feel to it. "Facility" may seem industrial, clinical and cold, but it is accurate.
