I don't know if you would just say "disabled" or any other expresssion.

English translation:Disabled people / the disabled
Explanation:
This is the most common term in the UK. A less "frontal" way of saying it would be "people suffering from a disability", but this is obviously long-winded.

Given the full sentence, you might want to change it to: "more than 5 million people are considered [officially/legally] disabled and 12 million people over the age of 16 suffer from some sort of disability.."
