I am unsure as to what "en formation réduite" could mean here (since I do not have the contents of the chapters). The book talks about how step-families can organise themselves and parents can cope with shared custody, deal with the descent of all the kids at the same time, deal with missing the kids when they are not there, etc...

For the record I have never come across "blended family" in the whole of the time I have lived in the UK. "step-family" yes.
I believe "familles recomposées" are "blended families", although I also remember another term. "Step-family" refers to the unrelated or "new" family that one inherits when one's parent remarries.

Asker: Yes, I think you're right. I think it refers to when the members of the family who don't live there permanenty are not around. I might say something like the step-family at its reduced level/ on a smaller scale
