No other definition is given. The only thing I can think of is that their home is heated perhaps by a fire, and so it needs heavy lifting (firewood, coal) etc in order to make it work. Is this other people's interpretation too? If so, then i fear a much longer paraphrase is going to be needed!

PLEASE REMEMBER: The context is factors likely to contribute to an old person being put into care, so I'm not sure if having a heating system with a maintenance contract would be a contributory factor, however if these "manutentions" have to be carried out by the old person, then that would.

Yeah, I read it the same way as you. i.e. Heating is not central or automatic and they have to carry out a process of displacement to "get it going" (e.g. with coal, firewood, propane).
Ah well, try again. While my first response is reflected in bigmimi's posting, if we take your thinking further instead we might arrive at them not having to worry about refilling the oil/propane etc tank....

Second, this is how I read "manutention" here. It, imho, has to do with materials landling. I could be wrong, though.
manutention = handling (of materials; getting them all there for the heating system to be installed)
expédition et manutention = shipping and handling?

Explanation: your title question is not quite the same as the text which is more like servicing the heating

I read this as meaning that in some cases perhaps the boiler needs to be serviced if there is a heating system in place, or unbloclking of flues, or even perhaps just a chimney clean if the homes have open fires or plug in heaters. People have died from carbon Monoxide poisoning because flues were blocked
