French term or phrase: Etats généraux

"Etats généraux des collectivités hors AGCS" A group which has been constituted to oppose the GATS (General Agreement on Trade and Services). I think I can deal with the last part but I'm really not sure of how to translate "Etats généraux".

Explanation:
I did a Copernic search on "Etats généraux" and found that one site (first below) had a site called "Les Etats Généraux sur l'Éducation" translated on the English version as "The Estates General on Education" whereas the other (second below) "Association des États Généraux des Etudiants de l'Europe" was translated as "European Students' Forum". Whilst the latter is not a 'strict' translation I think that it conveys more clearly the meaning of the title in modern day society.
