According to the GDT, this is a "Séparation mobile entre deux chevaux à l'attache dans une écurie. (a)
Note(s): Elle évite les batailles entre chevaux."

In my case, it is part of a horsebox but I suppose it's the same term.

In a horsebox it is just partition. In a trailer it is centre partition because it's in the middle.

I know nothing about these things, but a variety of sources on the Web, including a glossary for the Sydney Olympics, suggest this is a "swinging rail".
