From an article about diving safety:

Quant aux militaires, nous l’avons dit, leurs procédures, la sangle de détendeur notamment, et l’obligation de plonger **en binôme sanglé** contribuent à l’amélioration de la sécurité.

I know this means diving with a buddy, but I'm not sure how to express the "sanglé" part in English.

Any guidance from keen divers gratefully appreciated!
