The club's auditor is describing a problem with regard to illegal commission payments: "Les sociétés xxxx et xxxx n'apparaissent que comme des enterprises de facturation ou des sociétés écrans destinées a détourner des fonds."

Literally, this is what the French is saying. I'm not sure why you'd need to say anything else.
They just come off as "billing companies", but they are more than that: They're bogus.
