Spectator, public, official and player safety has
been the starting point of the design. The Stadium
will comply with all current legislation and good
design guidelines notably ‘Guides to Safety at
Sports Stadia’ ('Green Guide') (4th edition -
HMSO). Suitable provision is given for a control
room overlooking the ground as stipulated in the
booklet 'Control Rooms' (FSDC). A police room
(with two cells) is situated in the basement of the
south stand and a community police room, at
street level, in the north stand. All current
entrance routes are to remain as they are at
present with no access from other roads.

Another possibility is a "segregation zone", which is the area on the terraces that is sometimes left empty or, more often, filled with police separating home and away fans.
