This is from a description of a triathlon bike race. I'm not sure whether to translate this as "sprint," which was suggested in a previous translation...

Explanation:

It transpires that for the more successful triathletes a relance will last no longer than a few seconds. It therefore imagine it goes largely unnoticed by spectators, unlike the long hard slogs up hills. Longer, less intense relances are mentioned as being 20 minutes long.

Bursts of speed?

In parallel with "côtes" the word implies to me "flat stretches" (where relances could be effected) and I might also be tempted to translate it as such.

It undoubtedly has a different meaning for individual racing such as time trials or triathlon events, as described in the first ref. above, where it is a means of keeping up a high speed without overexertion. In "group" events, a relance can be effected by an individual accelerating rather harder than has hitherto been the norm when it comes his turn to take the lead (often for no more than a few seconds), in the hope that the peleton will increase its average speed.

For some, relancer is simpy "to pedal" (to maintain speed):

Here too it's "pedal" (to increase an already high speed)

Il n'est pas rare d'aller dix fois plus vite qu'à la montée et, le poids des bagages aidant, d'atteindre des 50, 60, 70 km/h (même en Brompton, hé oui). Pour ces grandes vitesses, il faut évidemment des freins bien réglés, un maximum d'anticipation dans la conduite, mais aussi la possibilité de "RELANCER" AFIN DE DONNER UN PETIT "COUP DE POUCE" au vélo en cas de problème (un dépassement qui se présente mal, par exemple). En clair, même à 50 km/h, pouvoir accélérer un peu est indispensable pour garder le contrôle total de son engin (on imagine mal une voiture qui ne pourrait pas le faire…).
