"Famille à ouvrir seulement pour *** (COUNTRY) *** (ceintures avec un liseret rouge).".
It's talking about judo and karate, so I'm pretty sure "ceinture" refers to martial arts belts. I've been unable to find a satisfactory translation for "liseret" on the Internet.
