I can find references to permis blanc in terms of hunting and driving licences, but nothing to do with safety. I have no more context.

“permis blanc” : clean licence?

As you have given no context, bar saying that you find info on hunting and driving licences, I am not sure whether my findings are applicable to your needs. So, really a shot in the dark.
In your context, might “permis blanc” mean “clean licence” (i.e. “blanc” meaning “blank”, thus no breaches of law, etc noted on licence). It might also be used to mean says, that the permit/licence in question is white as opposed to any other colour.

However, as you refer to a “permis feu”, then perhaps the context is Swiss, relating to fire prevention during work. Many of the hits I get with that term are Swiss altho’ there are hits for France and Canada. Example at (1).

When related to driving, it appears to be an discretionary arrangement which a judge (or the prefect) may grant to a driver who would otherwise be suspended from driving.
