Engraved bronze fixtures...with a matte-finished, brown, pad-applied varnish.
The "fixtures" I assume to be knobs, handles, etc.
Vernis tampon - pad-applied varnish
Mat - I assume (strictly guessing at this point) that this refers to the type of finish; "dull" doesn't sound appropriate for an antique that someone is possibly trying to sell or auction.
