|This is a 'Dossier d’Appel d’Offres sur Performances en vue des travaux de réhabilitation' for waste disposal systems. How would the 'Performances' be translated in this?|
|It does indeed sound like "Specifications of Call to Tender|
on Performances / Performance Studies" in technocratese (wherein "Dossier" is almost inevitably our "specs sheet"). However, it would be necessary to know what performances are being evaluated, i.e., if you are being called to bid on comparative performance studies and some kind of measuring scheme. Sometimes, this is simpy "efficiency" or "effectiveness"; at other times it might deal with "benchmarking" (évaluation comparative des performances). Take your pick and don't be too literal, maybe after reading 25% of the document you'll find out what the title means.

I think maybe achievement would be a good word, as the companies will be assessed according to what they have achieved in the past.
