technical phase record
dossier is any type of phile, record, or identification. For example, a student id number is a numero du dossier. A medical record is un dossier. Etc. Palier means "Landing (on a staircase), stair-head; plummer-block, pillow-block; stage, degree; level stretch." In this context, it sounds like it's referring to a record of some sort which contains information on a technical phase. Good luck!
