poids = weight, here it means quantity of material
posé = put, here it means applied, or used and since it is about retreading it is the "added" material.
The author explains that on an economical point of vue the quantity of the added material is much more important than the total tire weight ("enveloppe" is in this context frequently used as a synonym for "pneu") once it is retreaded.
