it seems to be the name for a device that allows delivery into a sealed/locked container for later pickup by the keyholder--see ref. Sort of like a vending machine.

Is this a newspaper kiosk? And are you in the UK? If so, you could go to your local newsagent and ask what they call the cases or cages they have their newspapers delivered in, which are locked by the delivery men.
I think they might be called "bins", but I'm not sure.
