Explanation:
this is the gist of it. 'complète' is an adjective affiliated to façon in the same way as exhaustive

and 'par ses soins' just means by itself, a redundant phrase that you can choose to include or not

Many thanks - really appreciated! I did include "by the service provider" just in case there are any misunderstandings.

agree  Sylvia Smith: love those redundant phrases :)

  -> yup!

agree  Sue Pasco: though "par ses soins" might not be redundant - they could be making the point that it's the service provider and not the other party that's setting out the requirements
11 hrs
  -> true, it's up to asker to make up mind

agree  Marc Glinert: legal speak dontcha just love it. But Susan could have a good point, in which case we could try "by the service provider, himself"

  -> again, it's up to asker. I don't agree that it is always required and would use 'itself' rather than 'himself' as the SP is more likely to be a company. Again, asker's context will supply this answer.

neutral  xxxdf49f: "par ses soins" n'est absolument pas superflu ni redondant - il FAUT le traduire, et c'est d'ailleurs ce que cherche le demandeur

neutral  MatthewLaSon: Exactly, df49f. You are right . I made an attempt to translate it.
