Les règles pour passer du trafic à l'heure chargée au trafic de pointe sont les suivantes :
- Le trafic durant l’heure de pointe est le dixième du trafic journalier (soit 2,4 fois le trafic moyen horaire)
- Le trafic à la seconde de pointe de l’heure de pointe représente 1/1800ème du trafic à l'heure chargée (soit 3600/1800=2 fois le trafic à la seconde moyen pendant l’heure de pointe)

I've found absolutely no hits for this in my searches and don't quite know how to phrase it so that is makes sense

'(soit 2,4 fois le trafic moyen horaire)' implies that heure de pointe is the 60-minutes of heaviest traffic, not just a 'peak time'.

The 'seconde de pointe' is simply the second having heaviest traffic within that peak hour (which may not, of course, be the second having the heaviest traffic in the full 24-hour day, but that's another story...)

Explanation:
That's how I'd say it.

I think the word *PEAK* is imperative for "de pointe". I highly doubt any other word could be substituted.

Do you know I found NO hits for "peak second"? ????
I don't know what else one could say in this context. It has to be the only solution for "de pointe".
