Au minimum neuf (9) mois avant la Date de Fin de Commande d’un type d’Equipement qui a été implémenté par [*****] dans le réseau (et sauf accord contraire entre les Parties), le Fournisseur doit être en mesure de proposer un Equipement, dont les Spécifications, sont au moins équivalentes et dont le prix (+++à isopérimètre+++) ne pourra être supérieur à celui de l’Equipement auquel il doit se substituer.

Does this mean "more or less"? Does anyone have a better idea?

No, it most certainly does NOT mean 'more or less' — Heaven forbid!

What it means is "given the same perimeter (i.e. set of limiting / defining) conditions" — "like for like", etc. Various translations are possible, depending on the exact way it is used, but I think that should have given you enough of the general idea...
