"Je voulais savoir avant de vous le prendre si il était compatible avec le réseau xx (ou désimlocké), et comment fonctionne le changement de propriétaire pour la garantie".

it's a very clumsy borrowing from English - in the UK at least, the phone is either tied to a particular network or 'unlocked' which means it can be used with a SIM card from any network.
