I've worked out that TAC = transaction authorisation code, but not sure about the "durci"
any ideas
Whole phrase: "Le MVNO s'engage à systématiquement:

I think TAC is "type approval code" (see link, Wiki etc.). In the link below, it talks about TACs being allocated to eqpt for testing purposes, which are then reallocated once the test eqpt is destroyed. I would guess that these codes become "durci" once they're allocated to eqpt that's made available commercially.
P.S. My confidence level is medium.......ish!
