DECT is the European standard for cordless (not cellular) phones. "ibs" means integrated base station (Not Intelsat!) and refers to the module that goes with the PBX. Here bourne means port not terminal; bourne seems to cover a lot of related things.

You might also be interested to know that DECT uses radio spectrum that is not approved for that use in the US by the FCC. That means one may NOT use a DECT cordless phone in the US.

DECT like GSM comes from ETSI (European Telecommunications Standards Institue) and is widely used outside the US, not just in Europe. GSM is used by some US cellular providors (e.g. T-Mobile).
